Project Title:   Chester Fire Department Roof and Wall Repair 2023-05

Separate sealed bids for Chester Fire Department located at 988 McCandless Rd in the County of Chester will be received in Chester City Hall on May 26, 2023, at 4 p.m. then at said office to be publicly opened and read aloud.

Scope of the work: Materials and Labor for existing building roof repairs, damaged roof insulation replacement and wall insulation repair with protection for engine room exposed wall insulation.

Work to include:

Remove gutters from the engine room portion of the building and reinstall after the roof work is complete. Remove existing roof panels and insulation over engine room portion of the building. Install new 4” fiberglass blanket insulation with WMPBR facing. Reinstall existing roof panels using new butyl tape sealant and new Corrosive resistant EPDM replacement cap screw fasteners.

Replace all roof panel foam closures in roof removal area; inspect and replace roof panel foam closure at all remaining areas and replace all vent boots.

During the removal and installation only the number of panels that can be reinstalled by the end of the day will be removed for security and weather reasons.

The section of roof over the Day Room / Sleeping area will be checked, replace fasteners as needed, repair leaks, and apply sealants as needed.

Repair/reseal WMPBR insulation cover where feasible or replace wall insulation in areas as needed in the engine room area. Provide metal studs and ½” sheetrock per current code and manufactures requirements to cover wall insulation in the engine room; this work will be done above the existing metal liner panels and in between steel columns and door frames (no sheetrock to be placed above sectional doors). Paint new sheetrock with exterior latex semi gloss paint. Remove and reinstall electrical devices located on existing walls as needed for sheetrock to be installed.

Provide minimum one year labor, materials, and leaks warranty. All construction debris from the site shall be disposed of properly in accordance with all regulations.

All bidders shall attend pre-bid meeting 2:00 PM, May 15, 2023 at proposed work location, 988 McCandless Rd., Chester, SC  29706.

The awarded contractor is responsible for acquiring all necessary permits. Proper bonding and License is required by the contractor.

A bid bond is required for all contracts that exceed $100,000.

The City reserves the right to accept or reject any or all bids in whole or in part and to award a contract that is in the best interest of the City.

Other qualification or bid requirements include:

Bidder must also make positive effort to use small and minority -owned business and to offer employment, training, and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968.

Any prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the solicitation of this contract may protest to the City in accordance with Section 11-35-4210 of the SC Code of l1-35-4210 of the SC Code of Laws 15 days of the date of issuance of the Notice of Intent to Award.

The City of Chester requests that all bidders respond with an actual bid or with a written “No Bid.” This provision guards against receiving an insufficient response to the Advertisement of Bids.

The owner reserves the right to waive any irregularities, or to reject any or all bids.

All bid forms must be complete and sealed bids must be submitted by the deadline date of 4 pm, EST on May 26, 2023. No late bids will be accepted.
