The City of Chester, SC is soliciting sealed bids from selected qualified Contractors for:

 

RFB NO: 2024-001, AGRI-BUSINESS CENTER AND MARKET PAVILION PHASE 2 IMPROVEMENTS.

Project Description: 

The City of Chester is soliciting sealed bids from qualified Contractors for improvements to the existing outdoor

Farmer’s Market Pavilion and Artisans Market (also known as the Argi-Business Center) at 115 Columbia Street,  Chester, SC  29706. The improvements to the Agri-Business Building will require finished flooring to be installed in the building, installation of the ceiling insulation and finishing, installation of HVAC and ducts in the building, window tinting for all exterior windows of the building, removal and replacing of rear rolling-doors, installation of locking swinging doors for kitchen, add weather stripping to all exterior doors, assessment of wood beams around all windows and removal and replacing if necessary, installation of a trench drain and v-ditch to existing catch basin for stormwater drainage at the side door of the building, repairing of water damage to rear walls, repair miscellaneous masonry inside building, add caulking where air penetrates building, installation of a wash station with a protective bollard, installation of a grease trap, installation of a trench drain going across the rear of the lot for stormwater drainage at the rear doors of the building, assessment of water damage to the walls located in the rear of the building.  

 

Phase 2 of the Market Pavilion will include new column footings for brick veneer columns, installation of brick veneer columns, staining of framing and columns, installation of black brackets and hardware on pavilion, addition of a metal 3’ tall guardrail on the far side (south) of the pavilion in between columns, installation of overhead fans that include lights in the pavilion, removal and replacing of timber walkway to garden and grading of area to match pavilion concrete slab elevation, a picnic area with seating and tables, accessible concrete walkway from Agri-Business Building to pavilion, asphalt loading bay from parking lot to pavilion, removal of existing fence and installation of 10’ tall privacy fence between properties and new 6’ tall gate to garden, installation of electrical receptacles in pavilion, installation of a hose bib, installation of a v-ditch running from the rear of the building to the outfall of the pond, and an addition of a grate on top of existing pond outlet structure. The project will be bid based upon estimated quantities at a unit price and the City of Chester reserves the right to increase or deduct the quantity associated with the project as deemed necessary.

 

 

 

Sealed Bids Clearly Marked RFB NO. 2024-001, AGRI-BUSINESS CENTER AND MARKET PAVILION PHASE 2 IMPROVEMENTS”, with the bidders name, address and South Carolina Contractor’s License Number on the outside of the envelope shall be accepted by the City of Chester Office of Procurement, 100 West End Street, Chester, South Carolina 29706, until 2:00 PM, Thursday, March 28, 2024. Mailed bids are to be delivered to City of Chester, City Administrator, 100 West End Street, Chester, South Carolina 29706, and must be received prior to the time and date indicated above. No bids will be accepted after the above date and time. After closing, the bids will be opened publicly in the Chester City Hall located at 100 West End Street, Chester, South Carolina 29706. Bid Prices shall remain valid for 60 days following the bid opening.

Pre-Bid Conference: A Pre-Bid Conference will be held at 2:00 on Thursday, March 21, 2024 at 2:00 PM for this project. The Pre-Bid Conference will be held at Chester City Hall located at 100 West End Street, Chester, South Carolina 29706. Attendance is not mandatory to submit a bid, but is strongly encouraged.

 

Bidding Documents, including details and specifications can be delivered electronically in PDF format to prospective Bidders from the office of the Engineer, Dennis Corporation, 1800 Huger Street, Columbia SC 29201, by emailing ccole@denniscorporation.com. Hard copies may also be obtained from the office of the Engineer, for a non-refundable charge of $15.00 not including shipping (if requested).  Bidders must notify the Engineer in order to receive updates regarding this solicitation.

 

Questions concerning the bid documents shall be addressed to Dennis Corporation, Attn: Claire Cole 1800 Huger Street, Columbia, SC 29201, email ccole@denniscorporation.com. All questions must be in writing and received by 11:59 AM on March 15, 2024 .

 

Bids Will Not Be Considered  unless the bidder is legally qualified under the provisions of the South Carolina Contractor's Licensing Law (South Carolina Code of Laws as amended). No bidder may withdraw the bid within 60 business days after the actual date of the opening.

SECTION A: REQUEST FOR BIDS CONT.

Bids Will Not Be Considered unless sealed and accompanied by a bidder's bond for five percent (5%) of the amount of the bid.  Bid bond will be duly executed by the bidder as principal & having as surety thereon a surety company licensed to do business in the State of South Carolina. Successful bidder will be required to furnish a satisfactory performance & payment bond, each in the amount of one hundred percent (100%) of the bid.

All Work On The Project Must Be Completed within 90 Days.

The City of Chester Reserves the Right in all cases to reject any and / or all bids, or parts of bids, to waive technicalities, and to make such an award as is deemed in the best interest of the City. The City also reserves the right to waive informalities, to negotiate further with the Contractor of its choice, and to request additional information, to interview and to make an award deemed in its own best interest.  All submittals shall become property of the City and is subject to the Freedom of Information Act (FOIA) regulations.
