Project Title:    City of Chester Police Department Improvements 2023-04

Owner:            City of Chester

 

Separate sealed bids for City of Chester Police Department Improvements will be received in Chester City Hall on May 8, 2023, at 4 p.m. then at said office to be publicly opened and read aloud.

The scope of the work includes:

First Floor

1. Remove current banking countertops without damage, create a wall along the side of the drive-through windows, and remove the safe along the wall by the drive-through window.

2. Create an Office space and the end of the teller counter with a door, and a teller window to

speak with visitors.

3. Left side of the Building Create 3 office spaces with walls, doors, and a teller window.

4. Bathroom on the first floor, make unisex and expand the door opening on one.

5. Create a Judges bench and jury box like in the photo.

6. Room in the rear of the Bank: Create an office and combine space behind the judge’s bench.

7. Combine the room at the rear of the breakroom for Mrs. Kelly and her assistant and court

records.

8. Create off the backdoor facing Famers Furniture for the judge’s quarters.

9. Remove the door on the safe and create a door area that blends in with the design of the

building.

10. Create a wall along the middle of the bank to section off the courtroom with double doors as an entrance.

11. Replace all carpeted areas with vinyl plank flooring

Second Floor

12. Upstairs rear area (facing Farmers Furniture) Create 3 office spaces with doors. Lead inv, Victim Advocate, and interview room. Remaining area for cubicles

13. Remove the water heater, and place it in the janitor’s room, open up that space.

14. Add a wall in the server room on one side will be recording other will store I.T equipment.

15. Install a door into the wall next to the room with the green carpet, in the room create a wall to

make an office, and on the other side will be a breakroom for upstairs.

16. Green carpet room, redo the flooring.

17. Blue Carpet room, replace the flooring.

18. Conference room remove the flooring outlets. And replace it with the removed floor.

19. Installation of a projector in a conference room with a pull-down screen.

20. Painting of the entire building

21. Make an office off the room for the safe for the evidence custodian.

22. Replace all the damaged or stained ceiling tiles.

 

The awarded contractor is responsible for acquiring all necessary building permits, proper bonding and a City Business License is required by the contractor who will be doing City of Chester Police Department Improvements.

 

A bid bond is required for all contracts that exceed $100,000.

The City reserves the rights to accept or reject any or all bids in whole or in part and to award a contract that is in the best interest of the City.

Other qualification or bid requirements include:

Bidder must also make positive effort to use small and minority -owned business and to offer employment, training, and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968.

Any prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the solicitation of this contract may protest to the City in accordance with Section 11-35-4210 of the SC Code of l1-35-4210 of the SC Code of Laws 15 days of the date of issuance of the Notice of Intent to Award.

The City of Chester requests that all bidders respond with an actual bid or with a written “No Bid.” This provision guards against receiving an insufficient response to the Advertisement of Bids.

The owner reserves the right to waive any irregularities, or to reject any or all bids.

All bids’ forms must be complete and sealed bids must be submitted by the deadline date of 4 pm, EST on May 8, 2023. No late bids will be accepted.

The City of Chester encourages participation by women, minority, disadvantaged and Section 3 businesses. Bid submittals from minority and women owned businesses are encouraged. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof. Work should begin within 30 days of Notice to Proceed and must be completed within 120 days.
