The City of Chester operates under the Council form of government. There is a Mayor and eight Council Members who serve four year terms. The Mayor and Council Members are elected at large; however, the Council Members must reside in the Ward (one of four) which they represent. All members of Council have one vote, acts as the legislative body of the City, and adopts and amends the City Ordinances as needed. The Council appoints the City Administrator, the City Attorney, the Municipal Judges, all Department Heads and the Municipal Clerk.
Council meetings are held the second and fourth Mondays of each month at 6:30 p.m., in the Council Chambers, in City Hall. Meetings are televised live on TruVista Cable channel 3 (in the City), and are re-broadcast on the Wednesday after the meeting, at 12:00 noon.
